Description	The paper deals with the management of the state-funded institutions of the territorial self-governing units and focuses on their financial management. Close attention is paid to the legal definition of the state-funded institutions of the territorial self-governing units stated as indirect administrators of the property and other laws of property of communities and regions. The article engages in legal regulation specifics of these subjects with accent on some questionable aspects, since these allowance organizations are legal entities sui generis.
