Description	Environment in a broader sense includes also man-made components, local communications are prominent. Legislation of local communications is closely connected with municipalities, the smallest autonomous territorial units entrusted by the law with authority and responsibili-ties. This paper discusses the role of the municipality as a proprietor of a local communication, significantly limited by its public position. Selected legal aspects of this specific property are analyzed in order to clarify the highly relevant position of municipalities.
